It can rain in winter in real life.
point being this is a game and it doesnt have complex weather fronts moving around causing sporadic weather conditions....

Craft a Rain Totem, if you have it. You can only make it rain in Winter with that.

Make Winter Seeds. Plant them. Make more Winter Seeds. Repeat until you have a full crop. Save plenty for next year so you can plant on Winter 1.

Also use the time for things like upgrading tools/buildings, mining, fishing, etc. Gather plenty of resources since you'll need them for the following year.
