Modding is not the same as cheating
A lot of people would disagree with you. When you're modding a game, you're altering how it's supposed to be played and, in most instances, these alterations benefit the player in ways that weren't originally intended. These benefits give modders an edge which people without mods don't have, which many consider cheating.
Not all mods give you benefits. Stardew Valley is a really good example of it. There is a ton of mods that only change the appearance of things, without making any change in the gameplay. Modding CAN be used for cheating, but it's not necessarily cheating.
Of course, I didn't mean to imply that. But even if the mod is something so simple as convenience it's can still be considered cheating by some people if they were so inclined. Personally I don't view it as cheating, even convenience mods, but I can see where people come from.
Some mods ARE cheat mods, but it's ignoring nuance to insist all mods are. Are bugfix mods cheating? What about small UI mods that improve usability that do not change the gameplay? What about hardcore reaism mods that make games significantly tougher, or AI mods that make the AI in games smarter and more callenging opponents?
Are all of those cheats? It would be absurd to say so.
I know that people on GTA V mistake moders and cheaters all the time.
I was joking. But it depends on the mod and the context. If the context is single player, then you can't really cheat because there's no one else there for you to cheat. In multiplayer in other games it can be bad if the cheater versus another player in a competition and presses some cheat insta-win button. But is there competition in Stardew Valley? It might or might not be annoying if you're grouping with a stranger and on day 1 he plants 100 strawberries... But in that case you shouldn't have invited some random guy to join your farm.
"Not cheating" and "not hurting anyone" aren't the same thing. You can be a toxic player without cheating, and you can cheat without hurting other players. There is a high correlation between the two, but they aren't mutually exclusive.
That being said, nobody cares if people cheat or mod Stardew Valley in single plyer, and the only people that might mind if you cheat or mod in multiplayer are the other people you're playing with. There are no bans in this game for cheating or modding. So as a courtesy, if you're going to be playing multiplayer, it's a good idea to ask the other players before you try to mod the game or cheat in it. But you're not gonna be banned from some big Stardew Valley server (which, btw, there are no big Stardew Valley servers) and you won't get a VAC ban on Steam. Not from Stardew Valley.
