The game lore says this, but you can catch the Legend first, regardless of level and other fish caught... Only requirements are a rainy day in spring.
As far as keeping the fish versus selling or eating, all depends on you, if you need the cash, sell it, energy, eat it... A cool decoration, throw it on a table... I used to hoard everything until I got familiar enough with the game to know what to keep and what to sell (a dozen or so playthroughs will do that
