You need lots of wood to build your stuff, shopping down trees gives foraging skill so.......
Think most people hit foraging 10 in first fall, if going for it abit more focussed easy in summer even.
Just run through the forest once every week or two and chop down all the trees
Or heck, plant some seasonal seeds (summer seeds, winter seeds) you get foraging XP from harvesting those
Edit: I mean the seeds you craft from your foraging skill.
Edit 2: You said you're in late winter. I think spring onions give 3 foraging xp each. So gather those in spring each day.
0-15 is 15,000. 9-10 is 5,000.
