Report a translation problem
It took me maybe about 5 minutes to get the achievement that way. Remember to use the auto-skip feature once you successfully ignore Lukako's message. On the PS Vita swipe the screen to engage auto-skip. The auto-skip will pause a few times when you receive calls so you will have to re-engage it every time that happens.
The way I ignored Lukako's message was when I received it, I opened the RINE app, read the message, but then put my phone away - I did not respond. Shortly after you should receive another RINE message from Lukako saying something like "I guess Okabe's busy". From that point you can safely assume you've ignored it and are on track to receive the achievement.
