As for Luka, he's not technically transgender. Luka admits to being a boy but doesn't really like having it pointed out. He wants to be a girl but admit that he can't ever truely be a girl as he doesn't actually want to "be a girl" he wants to be seen by Okabe as a girl.
Okabes time travelling causes Luka to be born biologically as a girl and therefore means that she's technically no transgender but is just a girl period and also incredibly cute but she was cute as a boy too so no difference on that front.
Technically speaking Luka in the original timeline is a crossdresser.
While Rika is cute, there are parts of her personality that would not mesh well with me. Still better than Shion and Satako though. ( My list in order of best girl, Mion,Rena,Rika,Shion,Satako. I am not really sure where to place the girl with the horns... Prob above Shion. )
As for what you say about Luka, that is 100% correct. I do not see how people would say otherwise about Luka.

It's Luka, Japanese pronunciation of "L" comes off as "R"
So when they say Luka it sounds like Ruka, especially if you watched the Anime.

You're right that she's no longer a trans girl after Okabe changes the timeline, because she's then a cisgender girl.
No, I'm pretty sure she did try to change her body. That was sorta, it was kinda a big plot point?

Maybe she did try to transition medically, and maybe that's sorta hard to do when you're in japan, and you're the daughter of a super traditional shrine priest? And probably you don't know what being trans is?

@main topic Luka isn't a transgender, based Steiner already explains why Luka isn't transgender, but just a homosexual. Which is backed up by Luka's character song, in which the lyrics say "Whether I'm a girl or boy, none of that matters". Apparently it's badly adapted in the anime, but more prominent in the VN.
But as a girl she can go all the way and realise her wish, Luka did not relived that life. She remembered her alternative version. So when she ask for a date its basicly male Luka asking Okabe out.
Luka didnt hate his gender. He hated how people treated him as a girl even though he liked dressing as such.
