Sounds like something CERN would say
Oh, and I just noticed you've called SERN a CERN. I don't know if it was your mistake or translation in the version you read, but the official name of the organisation in VN is SERN.
At least in this case, the anime is pretty good and adapts the game well. :D
From wiki:
CERN is depicted in the visual novel/anime series Steins;Gate as SERN, a shadowy organization that has been researching time travel in order to restructure and control the world.

Ehm, I'd expect he probably knew that already.
Besides, the names are intentionally different, and it's kinda silly to mix 'em up. SERN stands for the "Société Européen pour la Recherche Nucléaire". Société replaces "Conseil". It might be somewhat semantic, but imo society and council are not the same word.
Oh, and about the earlier discussion: it's EPK, not EPC, ya hooligans. It's shown in the first episode even. Check the address Okabe gets the static video from. It's at 6:44. https://youtu.be/Vsr-UiTPWsU?t=6m43s
Now, perform ten swings of Samidare.
El Psy Kongroo.
