Should i buy this or Elite?
Should i buy this or Steins:Gate Elite at 10 euros more?
What are the differences between the two games? I know that Elite is animated, but how much of the game is animated? is it worth the 10 euros more than the normal version?

This one is better without a doubt. It's a remake of an original game with all intended features. You can open up and customize your cell phone at any time which helps to dive into the game, to feel it. It's a unique feature I've never encountered in the VN. Elite doesn't give such freedom. And the story plays just as intended with everything just in place. In short - this is canon.

Elite version is definitely cool, but the original is the right way to experience it, espetially considering art differences: the original has pretty unique art while Elite's anime art is quite average at best.

So, I'd only consider playing Elite if you're a hardcore anime fan and can't stand the visual novel genre.

Reminder that it's either OG S;G for 10 euros or Elite+Phenogram for 24€, while yeah, Elite might cut few things, you still win 20 hours of absolutely new content (to you) for the price that content alone would cost, without being bundled with Elite. I'd say going once through OG in your life would be great tho, so if you can afford both you could play OG and Pheno, and reread through Elite in like, a year, that'd be the best way, imo. And on top of all that you can add your personal taste on visuals and all to make your decision.

I'd agree with this, but with anything your mileage may vary. I've also heard that there were things in the original game that were cut in Elite, just like how the S;G anime only follows the route of the True Ending. You do get S;G 0 and Linear Bound Phenogram with Elite, I just chose not to buy Elite since I'd previously caught this and 0 during Steam sales.

Ultimately, the choice is yours but I will say that I prefer this version as opposed to S;G Elite.

I've got another question, does the game have voice acting at least at some parts just like Danganronpa? I've only played that game of the genre and i really liked it a lot. Right now i'm more for this version since it's cheaper and since i'm new to the genre i'm afraid i might not like it.
Also are there some things i should know? you are mentioning cut content so i'd like to know

Elite is what the original developer wanted Steins;Gate to be, and it's a far better experience overall.

This game is fully voiced and has lip movement feature on all characters' sprites. As for the cut content - it has none. I'll let the others to explain what's cut in the other version)

one part of faris route was cut, in exchange, we got like 1000 new @chan posts for the total length being the same or even longer.

it's skippable. It's a great nod to the old mannerisms of 2ch, but now 4ch and 5ch are crap.

Well, I haven't found the way to skip it after reloading my save file and I don't think it's a worthy addition tbh) To each his own, though.
Get this one the art is good and it has more content

I'd say get the bundle.
In regard of whether to choose elite or this one - ask yourself a question:
Do you want to play "anime" or do you want to play a visual novel with stunning artwork?
