With your PC specs, I don't think your GPU can handle the settings you're currently running at.
The main menu and pause screen will run fast as it isn't rendering anything.
Try running the game at
- shadows = low
- reflections = low
Also - the grass to "low" if you can set that option, and set the draw distance to low or medium
And let me know how that goes? The Intel GPUs of the type you have aren't exactly "run at high res" GPUs.
It is a bit odd that it fluctuates with the pausing - so if you can do the above and let me know how it goes, I'd appreciate the feedback!

Because the game isent fullscreened as useal the game runs a bit faster but hopefully you can see the effect in the vid
I am playing the game on low res and as soon as I returned to Bli Bli Station everything is slow except the music and the blades of leaves and grass that moves at a normal pace.
Also, I find that the shadows are completely dark on low res. (I have a Laptop running Intel family graphics).
Ok if you want to speed it up the easyest way to do so is to use razer game booster

you can also set game heapsize (more ram) to games but this is mostly used by the source engine in valve games
(also i did not use these methods in my vid)
Update: I tried the Razer Cortex Booster and it slowed the game completely down to between 1 to 3 fps. So I uninstalled it and did the prioritising option and that resolved my slowdown problem. Now the only issue left is the dark colours / shade problem. (I have disabled the shadow option in the game but the areas are still very dark.)
