Nothing standard like blender / 3DS MAX can import mdl files because they are proprietary for the Ty games. Although a lot of developers use the ".mdl" extension when making games or applications because it's the shorthand for "model", so it's a pretty common extension.

It's been on and off for about half a year. A lot of time was spent decoding the file-formats (archive, model, etc) before I started "working" on the actual model viewer. I'm mostly a newbie with this sort of stuff, so I learnt a lot as I worked.
I'm actually working on a fully fledged map editor that would give anyone the ability to create custom maps for the Ty games. This will of course take some time, so if you're interested in modding the game right now, Dnawrkshp has published modding tools on their GitHub so people can create plug-ins or swap textures and stuff.
