If your PS4 controller is functional for big picture mode, then you can move to this next step.
Go to Melty Blood in your library, open controller options, and in the box to use
Steam Controller config for non steam controllers you select FORCED ON,
This fixed my PS4 controller so I can use it in game. After a lot of hair pulling... it was that easy.
I had refunded Melty already, but was planning to buy it eventually down the line. But that fix sounds pretty straight forward, so I'll probably re-purchase sooner and try that.
Is it just me or is this a problem for other as well.

I haven't tried that out. I keep my pad plugged in to my PC at all times.
This needs to be pinned. You helped me resolve my ps4 controller issue as well.
I'm having the same problem, the fix isn't working.
This is a config for the Community Edition, not sure if it even works with the Steam one.
