Outlaws have drugs and some skills to improve damage levels much more than any other faction. As far I understand it they work for all weapons, it's not the spells limit that have clerics or

I'm currently level 18 and still walking around with pretty much starter armor.

Do i have to join a faction to get some decent armor or am i just overlooking it?

Yeah I haven't joined a faction yet. Guess I have to stop putzing around exploring and start on the main quests, cause I'm getting me some Nasty. And yes, that works as a euphemism.

I think you are supposed to hang around Edan more, even if you plan to join other factions. Quite a few low ranking mobs there that you can kill quite easily. Ignadon is harder in comparison.
