Report a translation problem
If you are a cleric, you can buy mental reserves from nearly all the vendors in the Hort.
If you are factionless or you picked a faction other than clerics, you can still buy off of Siegfriend or Xander. Siefried sells small reserves and Xander sells regular mental reserves. Xander is the gate guard to the Hort. If you enter the Hort, open your map. You can find Siegfried inside a building to the upper left of map (of Hort).
If you can buy off of Cleric traders, you can buy tons of small (and maybe regular) mental reserves from Balder, the head suggestor. He's inside the building right across from the Cathedral.
If you haven't done so, you should buy the Chemistry perk. With this, you can combine small mental energy reserves into mental reserves and up. You can also craft small mental energy reserves. I forget what the ingredients are. Something like electronic scraps and something else. If you want to see what you can craft, just visit a work bench. The easiest workbench to reach is located at the Berserker Blacksmith in Edan. There's a teleporter right next to it. You can review what you can craft, and what the ingredients are, even without the chemistry perk.
Also, you can try checking the roaming Cleric trader outside the domed city. Teleport to the Domed City. Turn around and take the road to the left and follow it. You should eventually run into either Rainer or the roaming trader. You can find both of them on that road.
If you can't enter the Hort, I'd recommend following the road I mentioned and find Rainer. Rainer is the easy way to enter the Hort. During the conversation, just lie to him and you'll abducted and taken to the Hort. Another way to enter the Hort is to help out the trader outside the Hort and he'll eventually give you a trader permit. The last way to enter is to work towards joining the Clerics.
Xander does sell the regular mental reserve potions. Just need to figure out why he won't interact with you.
Pretty sure there are two separate story paths that involve the crates. I think they both deal with the trader outside, but differ in the road taken. I think one path is Cleric reputation grind for wanting to join (sent by lunch lady) and the other is helping the trader directly to get a trader's permit.
During a Berserker playthrough, I've been locked out of most of the Cleric vendors but can still trade with Xander and Siegfried. Maybe you need to explore for more quests in Ignadon. Check with Reinholdt and Brader. The chem smuggling quest might open up Xander for you. If you decide to defy Xander's request, you'll need a few thousand Elexit to bribe him with or a high enough charisma to undo the negative consequences.
