It's a Windows system library provided by Nvidia, isn't it? Therefore it should be located outside the ELEX folder, and verifying the game installation would not do anything to it.
Which packages from Nvidia do you have installed? Perhaps you can uninstall some optional stuff and only keep the driver package.
Which extra software from Nvidia do you run? GeForce Experience or anything like that?
Btw, "latest" driver doesn't imply "best". Often the latest driver release cause regression and introduce new bugs. In such a case it may be necessary to downgrade to an older driver release or to wait for a next driver release that will fix bugs again.

From Nvidia i only installed the GeForce Experience and then i updated the drivers (no i didn't update to last version)
Btw, the game's intro videos can also be deleted for a faster start. The long prologue video can be replaced with one of the short intro videos (from THQ or PB).
