Early levels, the flat +20 is worth more for obvious reasons. Get the recipe / reagents for x2 stam and x2 max HP @ level 5 and you'll notice the difference.
Or permanent vitality exilirs that give +20 each.

Has this dude not read a single thing i've tested? The evidence in my two pictures proves this impossible
it took me 7 wine to fill up that bar completely (wine restores 10hp) so i think its pretty safe to estimate that you have around 70hp at lv5
So if 10hp fills up my hp bar this much http://screenshotcomparison.com/comparison/121470
then its safe to say that the extra hitpoints perks only gave me +2.5 hp at lv5.
I am going to say based on actual evidence that its +0.5hp per level

You start with 50 HP and get 5HP per level, the perk gives you a flat 10.
The guy who did those tests was looking at ACTUAL numbers through cheat engine to make that determination.
Also CON does NOT increase HP at all.
This of course makes me think the HP bar is just wonky, based on your test.
