If you don't want to waste skill/attribute points on the pickpocket skill, you can get it for free from an amulet. Go to the front entrance of the Domed City, near the teleporter there is a tower off to the side which contains the amulet (though you might get shot at as you are getting it, so be ready to flee).
Oh, and have Duras as a companion when giving the parts to Jora to get extra Elexit as payment.
Your third option does exist. First you talk to the outlaw, then talk to Ornir but DO NOT go down the dialog paths that convince him to start trading again, then you can report Ornir to Jora.

I found Korin's Weapon and gave it to him, and I was wondering why my character was trying to bully Korin into handing over his Converter Parts.
I was forced to kill him because he attacked me, and the Questgiver chalked it up to him being cursed and making his curse come true.
Next time I'll pickpocket
He return to Goliat, but when I speak to him, there is still only ask him "give me those parts" and then he attack me. Regardless that he is back in town and that Jora already have those parts.
Yeah it does end a little weird that way, but at least he's alive and back in Goliet and everyone is happy, just avoid talking to him.
