Tribes of Europa
So I started to watch some weird German series on Netflix called Tribes of Europa and was astounded at how similar to the ELEX story and setting it was. Has anyone else noticed this? Is ELEX inspired by some book I'm unaware of?

There is a tribe that is like the Bezerkers called the Origines, they don't use technology. In the first episode a flying ship crashes nearby. There is a tribe called the Crows they are just like the Albs in that they are merciless and they abuse some kind of drug in gas form that is kinda like taking Elex. A lot of other weird similarities, almost like Elex and this series were inspired by the same source material.

Let's see what Google tells ... a post-apocalyptic setting after a catastrophy causing a global blackout, Europe fragmented into four "tribal microstates" with varying levels of technological advancement, a space ship that crashes, and a conflict/war over a mysterious cube.

Yep, according to that there are a few similarities, but overall it seems like cliche post-apocalyptic sci-fi. Also, according to Google you're not the only one who has referred to ELEX. With four years between ELEX and this series, it could very well be that the game has inspired the creators of the series.

Don't know the series - but one can say similar things about Gothic 3, because that game features cliche fantasy factions that play a role in much older fantasy books, which may have inspired Piranha Bytes.
