"Hands off" quest

I want to rescue Eli from the Clerics, I have obtained both the items he needs. But when I enter the prison it says the "hands off" quest (adjutor says "Balder asks you not to interfere with his duties as a suggestor") is complete and the rescue quest cancelled.

I suspect it's coming from talking with Balder, some dialog will trigger that issue. You would need first do your business with Baldur, then talk to Eli or even Wolf, and chain with solving the quest in another way. Spoil of quest results: Frankly you got the most happy end.

You can't save Eli
There are 2 options: either you kill him (quest for his friend) or he kills himself OR you let clerics brainwash him.

You can enter the prison from the back, if you climb up near the Archive to the Executioner's platform, which is connected to the Pit. That's one way how to bring the items to Eli and let him escape - but to close the quest, it's necessary to kill him and please Wolf. Killing Wolf works, but is not handled by the game.

I meant that he would attack a dude next to guards ;d

As far as I know there are only 2 time sensetive quests in the game. This is one of them.

when will that happen? It feels like I'm waiting forever for Balder to get this done.

Just don't wait and go do quests in some other region, I think it takes 1 or 2 days.

No, I mean I REALLY wait forever. Probably since an ingame week or even longer. Does it need some triggering, like visting Eli in the prison?

Eh, I dunno, I've spoke to Eli and agreed to help him, then spoke to Balder, then waited a few days and voila.

I'm not sure it needs Balder to start the "Hands Off" quest. Entering the prison multiple times via the front gate, or talking to the prison guard multiple times, may be enough. I also doubt it takes 1-2 days to trigger interference from Balder.

Agree I have doubts about time triggers, it's more not come back see Eli without having all stuff he requests, and not speak to Balder before have done Eli quest.
