Question About "A Bounty Hunter" Quest??

Hi everyone. So while I have been roaming around Magalan, I have been picking up clues about an angry somebody looking for an Outlaw named Chad. When I collect all of the clues, I get the "A Bounty Hunter" quest with a location in Xacor. I fight my way there, and what happens? The moment I step into the building with Micha and 2 others, that game declares that the quest has been completed, and awards me 1000 xp. I didnt even get a chance to talk to anyone before the quest ends. And when I do talk to Micha and his crew, they have nothing of interest to say. Whats up with that???
PS - Who is the dead guy behind the building and is he important, and if so, why?? Thanks.
