It is well worth the money even at full price - provided that you understand what it offers or if you've made experience with the Gothic or Risen series before.
Animations are its other weak point. Again, you can't expect The Witcher 3's animation quality. Animation is probably on par with The Witcher 2 or so; it's still better than blehthesda.
I am gonna watch some videos on youtube to get an idea on the voice acting
It looks and plays like the game from 10 years ago. Animations and visuals are crap. As rpg it is mediocre.
Better wait for discount.

Animations, voice acting and some balance isn't good. But visuals are almost across the board stellar, especially textures. Compare to these vanilla textures:

There's pretty much no Parallax Occlusion Mapping ANYWHERE in The Witcher 3. In ELEX, it's everywhere.

ELEX is a clunky game with clunky poorly animated sticky non-responsive combat where you will explore one of the greatest maps out there: dense, full of loot, static, with great verticality and variety. Maybe too much variety, since it is a bit of a throw everything in one map map deal.
Those ore the worst and best parts: very poor combat, one of the my favourite maps ever.
I loved the game. For me it is up there with the old classics. I have two more achievements to do and I will have them all.
Other wise the rest of the clunky and not fully polished elements of the game do not get in the way and for me this is a cult classic. Very few bugs that will hinder your progress. The world is interesting, the quests are OK, some good, some fetch, there is great but consequence free reactivity to some of your choices, there is a TON of voice acting. Too much even.
But anyway, if you can enjoy a clunky unpolished game that has 10 times the ambition the devs are cable to deliver upon, you will love this. Or if you like Gothic. If you need your games to be polished to mirror shine or want good combat in your games, I can't recommend it.
Otherwise, try to find something else.
