Did you read the onimous note?
There is a lot of garbage notes and stuff in the game, I tend to avoid wasting my time picking up fliers, propaganda, etc as the only paper I pick up is photographcs, Map Pieces, and occasionally some books that expand the lore a bit for areas of interest. Also if there is a Safe I tend to take a look at whatever unique books/reports/notes lying around if I can't find the safe combo writting somewhere nearby on a desk or wall.
Which is why I say they're a waste because I'd rather go out and kill a monster for a hell of a lot more xp rather than navigate through the menus to read some notes.
The xp from notes is only useful when you're in the single digits so once I hit lvl 10 I stopped bothering with them especially in my second playthrough
First thing I did on my second playthrough(in the video) was to buy the merchant in Origin to give me access to the Chainblade which is the best weapon you can get early on so long as you don't mind scavenging for credits. After that I got a decent shield and worked my way to the locations for the best weapons in the game sneaking past high lvl enemies and killing those I could. Once I got my hands on the 100+ damage pulse rifle and laser rifle legendaries I went exploring the map doing quests and killing every monster on the way reaching lvl 10 fairly quickly before even starting most of the major quests.
And lvl 27? with clerics. Yep, it's nice to run anywhere killing everything, but i get bored too soon.
Now i start the game once a week and - whoa! - i've made it to Act 2 now.
Dunno if it would be entertaining as beginning.
