Does this actually mean anything or is it just random talk.

I feel like I'm missing out on something, an in-joke or quest or something....

Yep. He says that when you found clues related to one of the most interesting quests in the game.

Here is the guide without much spoilers. In short - this is quest related to Eve's (Hort) search for knowledge.
Find all photos ( hints for other clues location ) and clues - you will learn something interesting.

You pick up a piece of paper (4 houses clue n1-9), and the "something that was hanging there" is a weathered picture n1-9 with a hint where to look for the next clue.

Yeah, one of the absolutely most uncanny and out of place comments not just in ELEX but I guess across almost all the games I know. Made my neck hair stand up when I first triggered it.

or you could approach it like duras' quest = *eventually* you'llve most or all clues if you explore enough ;)
