And yes - 16Gb of RAM is advisable, because the whole world is loaded in, and it's BIG. However, the game will run fine on 8Gb too, because that is the minimum requirement.
If the game is good is an personal opinion. I think it's good, and you think it's not. Fine - we disagree about that. No problem.

Have you seen Skyrim Special Edition? It's a 2011 game and looks far worse than ELEX, yet is still high up in Steam's top sellers list. It also has a worse combat system, and worse story and writing, yet people seem to love buying it even in 2017.
Textures are one of the biggest things that take up memory, and so a game with a lot of different textures, and with higher resolution textures requires a lot more memory than a game that has a lot fewer textures, and lower resolution textures.
Also ELEX recommends 16 GB, but requires only 8 GB. Games are starting to recommend 16 GB of RAM, so it's good to get, if you're able.

No big issues yet either, runs between 60 and 70 fps and havn't had any crashes yet.
Fallout 4 is far better than this. (Fallout 4 - High Resolution Texture Pack ;) )
