Outlaw: chainsaw sword (1H) and reaperblade (2H)
All of them can be bought in the respective cities. I found at least one copy of all 1H weapons lying around, sometimes in very difficult locations, some were upgraded, some not. I did never come across a free warriors blade or reaperblade. Not sure about the hammer, because the one I found might not be upgradeable. There is a reaperblade on Doc's bodyguard, if you want to steal it. All of the legendary melee weapons are between a bent pipe and tier 2, none of them are endgame weapons, unlike the energy guns.
I ended up with buying an axe and warriors blade and upgrading them all the way (with fire), being a berserker. Basically any of your factions melee weapons will do, if you upgrade it to max. It is completely meaningless if a weapon does 92 or 94 damage - you still need the same number of swings per enemy, as the difference is too small.
