Try and avoid combat and focus on missions that don't require combat to complete.
In this game, running is often the better part of valor. :)
In the middle of the island is a well, and a nice sword is in the well. It does Energy damage with a Damage over time effect. Requires 43 str and 43 dex.
Just doing the quests in Goliet can get you up to level 9 or so without having to fight much of anything.
You can get a free armor upgrade from the spot where the 2 Hunters are hanging out. Inside their cabin is a Hunter armor you can grab.
FYI... with the 1st armor upgrade you will still get killed in 2 hits by most stuff. You really have to get to the point in combat where stuff does not hit you, at all.
You only get to the point where you can take 3 or 4 hits from the weaker enemies at around level 15.
At level 29 the tougher enemies still kill you in 1 or 2 hits.
It's all about not getting hit.
As for a better weapon, if you go 17 strength and 17 dexterity early you can find a broadsword in one of the buildings near goliet, or buy one from the weapon vendor or armor smith (don't remember which.) It does much higher damage than the rusty axe and lasts a few levels before it is outclassed again.
Armor is not really a big deal early on, truth be told. Tier 1 and 2 armor (worker/hunter armor, thief/scrap collector armor, other low rank faction gear like them) are more balanced for hunting creatures like spire hounds and raptors. They don't help much against humanoids.
Dont forget to check workbenches to see if you can upgrade weapons you'll be amazed that your starter axe can go from 13 to 40 with elemental bonuses, of course it's quikly passed by weapons that get 100+ damage.
all in all just use what you have, think about your combat choices... "Ranged" is your prefered attack early on as you survive most if not all combat (remember to buy all the ammo you find) as you burn through it quickly.
On to the real advice; Due South of the Hotel Ruins at Goliet, next to a river, you'll find Geron, a Berserker hunter. Inside his house is a locked chest with a suit of Hunter Armor. Chances are you'll be using this armor until you get your first set of faction armor. The only better option you'll get that I know of is Scrap Scavenger armor from Tavar that only give an extra point of armor over the Hunter suit.
As for weapon, I recommend buying an Iron Hammer from the Blacksmith in Goliet. Two-Handed weapons give you an advantage in reach and do MUCH more damage on the Q attack than One-Handed, at the cost of attack speed and being able to carry a shield. This makes it possible to take down most early game enemies 1v1 without having to chip away their HP for 10 minutes.
At this stage, loot and steal like a madman and just do quests that don't involve combat. That is where all the XP is at during early levels. Avoid combat until you are able to take on a companion. I was around level 7 or 8 before I went out venturing with a companion and he did most of the fighting. Make sure to have Trophy skill by that time. I didn't feel like I was contributing much to the fights until I got level 10. The companion did all the killing and I just ran around looting and trying not to die.
Early armor won't really help that much against the damage the enemies do, so learn to avoid their attacks.
Consititution DOES increase hp?
I read on reddit none of the stats increase anything, just make skills available to unlock, and gear able to be used.
And that reddit post is wrong.
The stats do what they say, but it is a minor effect which makes it hard to see when you only have a bar and not numbers to see in game.
Has been confirmed by the devs.

There's pants in the chest/locker in the ground area of the observatory where you start in.
CON does increase HP. I started my game by upping my CON to 30, and that drastically increase my survivability. That being said, the benefits of having higher STR/DEX attributes for direct application in combat is very marginal.
