Cannon vs Shield

Is it always oneshot or it can be damaged instead if you use enough sandbags? How many bags if they work?

Cannons destroy shields on contact. If the cannon shell is stopped before reaching the shield, the splash damage from the cannon can still damage it, but not enough to destroy one at full health. The direct damage cannons do is 700, plus a max of 40 splash which decreases with distance from the explosion. Sandbags have 250 health, so you'd need 3 sandbags to fully absorb one cannon hit.

This is all before taking commander buffs into account.
