Help with portals.

Dunno if im missing something, but I cant seem to figure out how the portals work. I was playing with them in sandbox but it just doesnt let me shoot through them, and the context menu only seems to have an on/off button. Can anybody explain how you are supposed to connect portals?

You need to click on a portal and drag it to another portal, a green line should appear
