Open the game folder and change the properties of the application to Run As Administrator.
Can't find the folder/application?
Steam > Steamapps > Common > Dragon Quest Heroes.
This is why PG Gaming is fun, you have to work with your butt to make the game run. Just kidding,
It has to be something to do with the way you upgraded to windows 10 i guess, especially with the drivers that you only rely on what your OS has installed instead of the proper drivers coming from the manufacturer. The drivers that is involve here is not just Graphics card, but tons of drivers for different hardware you have in your computer.

But I did try to mess around with the exe file directly, and after I did that, the config program did reset the compatibility setting.
Specs : intel pentium CPU G3250 3.20 GHZ
Ram 6 GB
Processor 64-bit x64 processor
Nvidea Geforce GTX 750
Windows 10 ,64 bit
Work great with Ark Servival Evolved (and that game have more bigger requirments)
