maintenance office won't open
apparently the maintenance office will unlock when security drops to 45%. Well, I got it down to 18% and it still won't open - shodan security pops up every time I try. can't figure out what I'm missing.

Okay, turns out I don't need the rad suit right now to progress, I managed to destroy the laser without it and now I can access new levels.
