Has this game always been this unoptimized?

So I recently replayed Serious Sam 2. Decided to give this a go. I have an RTX 3070 and Ryzen 7, yet only get around 180 fps on open areas. Has this always been an unoptimized mess? Not to mention that my eyes literally hurt from this game. What's with people praising 3 over 2. This game is straight up ugly compared to 2.

Yes, this game has always been unoptimized. Install the Fusion version, it runs times better and it has many QoL changes

I should be getting way more than that, especially seeing how old the game is. Though most of the time it was lower I belive, I might have exaggerated the FPS I was getting. Needless to say, the previous comment helped me enough. I didn't know Fusion was a thing. Now I'm getting like 300 on average since that version is more optimized.
