I don't know what you mean exactly, I don't know if you can switch audio between English and Japanese, but the voice acting in this game is widely considered good.
Or at least passable to the ocassionally very extremely cranky voice acting fans who like Japanese vocie acting. :)
It's not Chaos Wars damn it, and I played and enjoy Chaos Wars.
Old PSX and PS2 games had to pass for very hard work to bring original voices back. PC games "just" need somebody to buy the original game, extract the voices from it, and prepare a patch adding them into the eng edition.
