Does this game have all the DLC?
Like I know Disgaea 2 had all the DLC included just wondering if this game like that has it all included if there is any. I'm new to Strategy RPG's and suck major **** at them but attempting to get better.

Yes, it does. It includes all the updates from PS2 -> Wii -> PSP. All of it is post-game related.
However, these aren't "DLC" - just version differences.

I saw a review that said this version is inferior to the PSP version is this true?

What review? Either way, the PSP version is definitely inferior to the Wii edition IMO, strictly speaking on hardware. The game was a bit laggy and it was hard to see sprites on it. Never tried it emulated.
Regardless, PC is still the definitive edition. It has its own upscaled UI and other graphics (which I wish to rip because some backgrounds are amazing), it has all the updates from prior ports, runs smooth, and has good 4:3 to 16:9 conversion (though in cutscenes the characters are a lot bigger and more down on the screen in 16:9 so I swap it around just for fun).

There's no reason not to get the PC version if you're able to buy it. Only downside I can think of if you want a save from one of the other platforms and that's extremely trivial (I'm looking into save data conversion but that's going to be hard)

Here's a copy/paste of the review:

While I LOVE Phantom Brave, this iteration is nothing special and I urge you to find a legal PSP emulator and dump a cd copy of PB:HT onto it to play with better quality on visuals and on gameplay.

--minor spoilers--
There are several downgrades from the PSP version, and the problem is that there are many options that are removed from the game that were added in the PSP version, but were not added in the PC version due to the game being a fork of the WII version of the game. The team has had ample time to add these features back into the game, but being a busy game design company as NISA/NIS is, NISA/NIS have decided that they will not be making any more money off of this game if they update it.

It is odd that the game was not prioritized towards making more of the features previously available in the PSP version for the PC, while still adding code to the game that changed mechanics from the WII version. The most notable of these differences being that the icons stating the elemental type of an attack has been removed; however, there are moves that need these icons to make the damage system make sense, like the space/time type move that occurs late in the game. Also, the special items that are not supposed to be available to the player, were available to the player so long as they were able to cheese the system. Items like the magenta core and Marona's seashell are now permanently unavailable as the devs decided to hardcode the inability to take these items home from battle as demonstrated by videos in the community.

I bring up random updates like this to showcase the refusal of the NISA/NIS team to prioritize their updates for the features in this game. Players wanted better graphics and upscaling and the players got a bicubic filter, instead of actual updates to the game's maps; which are desperately needed in the game currently, as sprites are constantly being shoved UNDER the maps. Also, spheres denoting the player's ability to hit a set amount of characters are not representative of the player's ability to hit a set amount of characters, just approximations. IIRC The spheres were correct in the PS2, WII, and PSP versions of the game, but not now.

I'm not sure what the review is talking about. All the postgame is there, and this guide describes getting the Core. I'm not sure if it was perhaps updated or something after the time of writing.

In honesty, I cannot compare as I never did an active playthrough of PSP (Wii only) but said elemental icons are needless as the magic is all very obvious (wind fire ice), and you are able to see resistances just fine. I'm not sure what to say about the filtering and graphics issues because this game looks the best with the sprites unfiltered (blurring is yuck). If it's about the rest of the stuff like maps then I'm not sure as this is definitely not a full upscale - things like backgrounds have been updated simply because they were originally drawn in a higher resolution, unlike textures. The only real complaint I have of this port is that system settings don't change. Otherwise, I disagree with that review.

Actually, one thing - I prefer the original version of the music compared to some of the new arranges in the PC version, which can't be changed :(

There's just one thing that this version has that makes it the best one around.

Seemingly unlimited amount of item storage space.
You were always limite to 128 item in inventory and this was a real problem when combo weapons got stockpile for some latter fusion session.

I went as high as 500+ combo weapon and 1000 or 1100 total items in the pc version. A real godsend when trying to improve the equip rate of a no title weapon. After all, you'd need 1024 combo item with a starting stat of 100% to get to 200% equip rate. So for big project, more inventory space is better. No idea if anybody would simply stockpile that many combo weapon and not try to reduce the amount needed with regular weapon though.

I always found the psp/vita version to have the most lag but mainly when you have too many people out on your island.

I opened the game and sat to listen for the beautiful music like I did so many times as a young child on my big fat PS2. I was so disappointed. The new title song got nerfed during its best part.
