If the boss is dead and the door behind him is still not open, then there really is a bug. All I can say is try to load a save from before beating the boss.
Because the way you're stating this seems to be unclear, I want to be extra sure... There are two boss fights on Inferno 4F. One where Kisaragi and Shin help each other spot a fake (and have a conversation about their own teamwork), causes the boss to runaway and make you chase it down before a message from the final boss of Inferno says he's unlocking his door. You then need to go to the far south of where the save point is, then east, THEN back north to access the special boss room. Defeating the chapter boss there triggers another cutscene where all the girls comment on their teamwork, you find the feather duster, and the door directly behind where the boss was standing opens. (The arena-like fight area and acquisition of a new motivation tool sequence is exactly like the previous two chapter bosses.)
Are you positive you didn't just confuse one of the mini-bosses for the chapter boss, and not run down the actual chapter boss, here? It may just be that you haven't run down the enemy that will unlock the door, yet.
If you have the feather duster, you will have access to the fourth Motivation game, by the way, so you should definitely know if you have it.
