Game is really stingy on ammo
I keep running out of ammo no matter what I do, coming from Half Life this game feels downright stingy and the enemies are absolute bullet-sponges even on normal difficulty

Well you CAN revisit levels as far back as Med pavillion, you can research enemies here with the camera and the Electro-bolt wrench combo works well here, except on Nitro splicers, whom I always emptied machine gun rounds into. I won't tell you how to plasmid, but the ones I like are Electro-bolt all upgrades, same with Incinerate and Winter Blast. Enrage & target Dummy are my next favorites, Its a toss up between Sonic Boom, Insect Swarm and the trap one with the mini hurricanes. I always rescue little sisters so i have to pick and choose. If you return to med pavilion and work your way forward, you can loot/research enemies. If you wander around these areas, enemies do respawn. Also, look around carefully, you can actually fill up the pistol with armour peircing ammo without buying any, and have to leave some behind, even with using it on the Big daddy. Speaking of them amrour piercing, electric buck, electro bolt and then freezing are your freinds here. I'd offer to let you watch me play for some tips, but the best friend couldn't get in to watch my broadcasts, nor I him. Another thing I do, unless trying to burn off ammo, is use what the enemy uses, Med pavillion its all pistol so fight with that. in order to take pictures, target dummy is really helpful here, as it costs very little eve to use, and enemies can be photographed with ease, and sometimes you can get some Enrage action going if you place the dummy on a little sister, attacking splicer will trigger that daddy, fun times.
I was not aware that you could back-track through levels on-foot. I will be doing that as I missed a few big boys too.

yes, you can travel back via the bathesphere, you just pick the area you wish to revisit, only levels you can't go back to is the very first and very last.

Researching enemies will cause them to take more damage from you.
I think at max research it is a 45% dmg boost...

Some upgrade options increase the dmg of the weapon by 25%.
You can fully upgrade all your weapons if you explore all upgrade stations.

Some Tonics can increase the dmg of melee or elemental.
Basic melee tonic+350% dmg already found in Medical Pavilion.

Anti-personal pistol round to the Splicer head is likely a kill in 1-2 hits.
You can even zap them which makes headshooting easier.

Zapped enemies attacked by a melee will take 4x times the usual damage.
Usually with a melee dmg increase tonic can 1-2 shot kill basic Splicers.
1-2 punch as the game calls them.

Enemies in the Water take very big damage from electro bolt.
Weapons with electro ammo also deal more dmg in water but can easily dmg you as well.
Some late-game Splicers are immune to electricity damage.

Hack enemy turrets, and cameras so they will kill foes for you. (make sure the research them as well). This saves a lot of ammo.
You can stun and freeze devices so it is easier to hack them.
Hack healing stations so fleeing Splicers will die from poison.
Otherwise they get healed and you need to spend more ammo.

Telekinesis deals very good dmg for a very low mana cost.

On normal difficulty, big objects thrown will likely 1 hit kill most Splicers.
Anti-personal pistol headshots are likely 1 hit kill too on normal diffs.

Xbow headshots deal 10x dmg to Splicers this will 1 hit kill every Splicer even on survival with zero upgrades.

Fire bolts+fire dmg boost gene tonics+fully research enemy+Xbow dmg upgrade will likely 1 hit body kill most Splicers on survival difficulty.

You can also get all melee dmg increase Tonics.
The default dmg is only 20. (only deals 25% dmg to some enemies like Big Daddies).

Wrench Jockey+350% melee dmg second version for+550% melee dmg.
Research from Bouncer+50% melee dmg all this increases melee dmg to 190.

Now Wrench Lurker 1 and 2 +150 and 200% melee dmg to "unaware" enemies.
so 350% increased dmg also makes your footstep make less noise.

Enemies who are shocked or are decoyed,or did not notice you count as"unaware".
Shocked enemies also take 4x dmg....

Shock an enemy and hit him.

dmg will be multiplied by 4 and the Wrench Lurker will also multiply the dmg by 350%......
Resulting in a few thousand dmg.
This will likely kill All Splicers in Wrench 1 hit on hard difficulty if they are not immune to electricity.

Yeah this way a very long post but there are many ways to save on ammo.
I did not know this, I thought taking photos just let's you know what weapon causes the most damage to an enemy. I will also sneak up on enemies more often and use that wrench, guess I have to start playing some of the game more like Dishonored.

Wait til you play systemshock 2, the game this is trying to emulate. Research is way harder than a camera and is a lottery.
You're doing something wrong. I'm playing on Hard and with research maxed out, and I can take down a Big Daddy with like 5 shots of electric buck.

When I'm drowning in that, I like to use that on splicers in the water.

While i can heartily say if you liek Bio 1 you will love Bio 2, especially Minerva's Den DLC, however, while the game is not stingy on ammo in that one, and the plasmid and weapon choices, - Plasmids have 3 levels of upgrades, including ones you were stuck with level one, Telekinesis, and Hypnotize - aka Enrage. Plus some totally new ones, Scout being one of my favs. Unfortunately, there are limited power to the people machines, so upgrading all weapons to max is impossible, and you can NOT re-visit past areas like you can in number 1 here. I must also point out to quick-save every 20 seconds or so, the game is crash city, WAY worse than 1 here every could be.
