my workers and troops suddenly gone, how to fix it?

Probably your population had fall below 50. You need to keep your popularity between 50 - 100. For that, you need to provide food , resident (hovels) etc to your peasents and keep your overall popularity factor in positive number or zero.

i think it's not about population.
it's "missing" at once

I thought because i build stables outside my territory
but i notice something like this happened in 50 min game

The issue seems quite odd to me because they won't let you make buildings outside your territory but I'm glad you're problem has been fixed.
