how come in ose buildings like the chapel, the inn, brewery and such workers randomly leave and there is no labour but some like the wood cutter never leaves

Try putting up torturement devices, but make sure you balance it out with stuff that makes people happy.

Torture devices motivates them to work but costs happiness.
