Report a translation problem
Unfortunately, it is not possible to change the window mode.
1. download http://bitpatch.com/ddwrapper.html and put ddraw.dll and aqrit.cfg into your stronghold crusader install folder.
2. Download DXWnd
3. In DXWnd open Edit>Add
4. set "name" to whatever you want (e.g. "SHC")
5. click the "..." button next to "path" and navigate to your Stronghold Crusader install folder, select "Stronghold Crusader.exe"
6. set your width and height.
7. on the "video" tab change window style to "thick frame"
8. Click "OK"
9. Launch game as normal (while DXWnd is still open in the background)
I did play with the settings some, and in some cases found that the window would scroll when the mouse was outside a 800x600 box. if this happens, just change settings back to default and try again.
To get it to appear fullscreen, but allow me to use my mouse on a second screen without minimising SHC I just set the location on the Main tab to "Desktop work area"

Thank you, this helped me to set it up to work with steam.
JRhin's solution still works as of 2023 November - running on Windows 10 - 64bit and also seems to work (have a slight mouse flickering issue) on Windows 11- 64bit.

I would also add these tips:
6. When setting width and height, note the original game is in 4:3 aspect ratio. If you want to play others, choose "Adaptive" instead of "Keep Aspect Ratio" so the game isn't stretched. NOTE: There are further screen size option in the VIDEO tab (but I didn't touch these)
7b. In "MOUSE" options, play with the options to "Keep mouse in Window" so that you can scroll using the cursor at edges of screen, but turn it off if there are jerking issues. To get out of the app simply ALT-TAB (as sometimes you can't move your mouse out to other windows without affecting the game)
