Dancing bear not appearing

Every time i try to get a freaking dancing bear it puts down the pole but the bear doesnt appear
Am i sapposed to capture one or buy one somehow?

A bear will only appear when you have a high fear factor. Add more 'Happy' things and he should appear. Beware the effects of fear factors though.
