If you really want to play it in windowed mode, the best workaround I can think of is to run the game in a virtual machine, but performance is likely to suffer depending on the resources you give the VM (plus there may be input lag, etc.).

I run SH in a 1920×1080 window with a locked-in mouse cursor (important for scrolling, can be set in the "input tab" of DXWND!) and it works perfectly.
Just to add: DXWND can also help running older games that wouldn't natively run on W10.
WINDOWS 11 UPDATE: Tested with W11/22H2 and still works like a charm on my 2060. On heavier graphics cards ymmv I guess.
