According to a lot of veterans of the game, because the game is very old before windowed/borderless was even a thing, it is hardcoded to run in fullscreen mode and there's not really any way to get around it, or something like that. Firefly didn't bother recoding the HD version to give these options, only to increase the resolution to 1920x1080.

If you really want to play it in windowed mode, the best workaround I can think of is to run the game in a virtual machine, but performance is likely to suffer depending on the resources you give the VM (plus there may be input lag, etc.).

Necroposting here but I found a very neat solution for running Stronghold Crusader in windowed mode (as I did with many other 2D strategy games): Use DXWND, it's a freeware DirectX/OpenGL wrapper and pretty much self-explanatory.

You can download it here: https://sourceforge.net/projects/dxwnd/

I run SH in a 1920×1080 window with a locked-in mouse cursor (important for scrolling, can be set in the "input tab" of DXWND!) and it works perfectly.

Just to add: DXWND can also help running older games that wouldn't natively run on W10.

WINDOWS 11 UPDATE: Tested with W11/22H2 and still works like a charm on my 2060. On heavier graphics cards ymmv I guess.
