If you weren't able to unlock it or you don't feel like it, here's a save file I have, I got to Rapture and it has Dr Fetus

Just put your regular files on your desktop in a folder made for it and replace it with the file I sent you to play that specific save file (make sure the steam cloud is off otherwise it'll just redownload your original save file when its removed)
