Stutter Issues, every couple of seconds for half a second

Is anyone else experiencing slight stutter issues? It happens every few seconds and for half a second. this is the only game it seems i have this issues with, tried verifying game files, clearing game cache in steam, optimising the game for high performance. still though i'm having these stuttering issues. The game is still playable its just very frustrating having frame drops every few seconds
