I'd recommend giving Flonne a decent Bow or Gun and pass the first Promotion Exam in the Dark Assembly by picking the zombies off one at a time. It should give you enough Mana for her to make Red, Blue, and Green Mages/Skulls to learn the basic Fire, Ice, and Wind spells from.
Note though that her starting skill Power of Love does not count as a staff skill, so it won't increase weapon mastery.
Bows really are terrible in this game though, so you might have to go out of your way to give her the last hit until she levels it up to rank 3.
You could also just abuse team attacks to level up. That's like 95% of the way I level healers who don't have access to attack spells in this game.
As of the second game, healing gives some experience, and in later games you can even get evility's that increase the exp gain from healing. But overall this is one of the big reasons why the first game lags behind the rest of the series in terms of gameplay.
