Joke aside, you gotta get some good levels first and after that it's mandatory to steal all his items. I would recommend to restart the fight until you get a Super Robot Suit rarity x with x/12 slots. Getting a perfect slotted SRS is half the rent.
Until you stole his whole equipment you can "cheat"a little bit :D Just run up with a weaker char and lift Baal. This will most likely kill ur weak char, but prevents Baal from doing anything during his turn. Once all the gear is gone, he is a lot weaker than before.
Another way is getting a lower lvl char out there with mainly boots equipment and high mobility and play "catch me if you can". Baal will run after that char, and you can whack on Baal with your other one. Make sure to get a feeling for how many spaces distance u need and so on.
Just run up with chars and chain throw her onto an island (the small platform to the right of the starting point. Stand away and Dimensional Slash or Wing Cutter her to death XD
You can place her minions on those platforms too and just range them down :P
but eventually i got some high-end hits and was able to burst down one of the minoins. then later on another-- then i took her down.
But yeah if you know some tricks, it always gonna be easier. And about the SRS getting it with 12 slots was no joke, you want one before you finish the fight. The only way to get it is once per cycle in the Baal fight if u stole it and from the Item God 2 on floor 100 in the SRS itself. THe IG2 is around lvl 6350 with 10m HP though, so stealing it from Baal is a lot faster.
Once you manage to get that far into a SRS, u want to Gency out at floor 99 and save the game. Then you enter the item again, go into floor 100 and steal the SRS from the Item God2 and hope it's 12 slots with the same rarity as ur first. If not, reload and steal again :D
Having the same rarity number provides you a stat bonus to those items. I made u a screenshot of a leveled SRS, so u can understand y u want it XD

From the wiki:
If a character has two items equipped that have the same rarity number, they get an additional 10% boost to the stats being raised by those items. If they have three items equipped with the same rarity, they get an additional 20% boost. And if all four items the character has equipped have the same rarity, they receive a 30% boost to all stats being raised by the items.
Thanks for mentioning this, btw. I'm not that far in the game yet, but I thought the specialist cap for legendary items was 13. (Not sure the details, but I read that you only get 13 slot legendaries from the bonus gauge) This info will be sure to save me some headache later on.
The Resident cap on an unleveled legendary is 12. It gets extra slots after defeating the Item Kings on floor 30, 60, 90 and from killing the Item God on floor 100, up to 16 slots.
To correctly lvl the items, u wanna go into the item world and subdue all resident prior to floor 10 and gency out.
After that u fill all slots with the Specialists u want bonus stats. As u can see on the screenshot, the Attack bonus is higher than the rest of the other stats. Thats caused by full gladiators (quantity over quality) and killing the Generals, Kings, God on the x0 floors. Remember to leave the item after floors 30, 60, 90 to add another specialist for even more bonus stats :P
Overall u would need up to 15 Gladiator for attack based or up to 15 teacher for int based legendary items.
I remember seeing lvl0s with 13 slots once or twice, although I don't have any examples in my current collection ('cause I levelled them to their cap, which is 16 either way). Still, there are quite a few threads around the web referring to such items.
Might be from the bonus gauge then (like Calendril mentioned), but can't remember ever seeing that on a Yoshi or SRS or Hyperdrive to be fair and those are the items of interest in the endgame.
Honestly would love getting one of those with 13 slots start :D would just be enough to squeeze another couple hundred attack or so in before it's maxed XD
here a little proof that there are lvl 0 legendary items with 13 slots, got a few of those, but all a rather crappy at the endgame^^
can't remember though if i got those through the bonus gauge, but i think so, most of my early legendarys are from there, leveld my rogue kinda late^^
Try looking for a 13 slot Yoshi and Omniscient Rod when you have time pls.
