what are the best units to raise the bonus gauge

If I remember right, Rogues fills up the bonus gauge faster than any class. Unfortunately, they have the worst stats of all classes in the game. I'd only recommend lvling 1 to about 2500ish and thats it.

a cheap trick is to have 8 / 9 level 1 rogues, and use them to attack one of your chars repeatable on a map, before you finish off the last enemy, I found level 5 -3 to be a good spot for this, but many maps will work, but not all. and make sure you have a healer just in case. it will take time to fill up the gauge, but its still faster with 8 / 9 rogues hitting one char per turn. I done this a lot to unlock extra XP and items.

Bring along a Scout, make your own Geo Panels.

Prinnies generate good combos with their basic attack.

If it means having a 99% chance to steal the best items in game instead of 50% its worth it, and 2500 levels isnt to bad to get once you are past the main story.

You'll want much higher levelled thieves than that, eventually.

Yeah, you'll want to have a few at at least level 5140 anyway to be able to steal anything.

It's actually quite easy to do, just have a class that's good with swords (like the Ronin) level up high enough to give a good boost when reincarnating (also to have at least weapon mastery of 10 after reincarnation), then have them reincarnate into thieves. Boom, good stats and Winged Slayer from the start. By that point you'll hopefully have some good equipment (rank 38+) as well.

Meanwhile, I stick with a thief around lv 94 and stealing ultimate stuff, even if it has 1% chance and if this can take more than 100 turns to success

Both Fighter and Warrior, Males or Females, each at level 5 or higher.
