And you're wrong, it's 100% intentional that Goku has a high pitched voice, it is part of him not being a very serious character and to make the contrast between him an Vegeta even stronger.
I hate the Skulls' voices in this game though. I much prefer how they were after they were given the hoodless redesign.
Anyway, Disgaea has really good voice acting by Localized Anime Game standards, especially compared to other games at the time (this was, after all, the dark and mysterious time of 2003 anime game localization). Barbara Goodson as Laharl seems to stick out the most for people, but I think the voice fits Laharl pretty well, myself.
Yeah but he sounds female.. honestly if it weren't for the shirtless scenes where he clearly doesn't have boobs, watching the subs I thought he WAS female.
