Technically, they don't have to be, and since PSPs save onto a funny-shaped SD Card (dubbed the "Memory Stick" by Sony), actually copying the files across is pretty easy.
But in practise, odds are the PC version is going to use a different save format. It's unlikely it'll load a PSP save.
Given time, someone who is obsessed enough will figure out a way to allow for import of data or perhaps save tweaking. I know that some of the emulators work like that and do allow for save imports from the PSP.
Yes but not FROM the PSP version TO the PS2 version or the DS version...
If you are playing the PSP version on an emulator obviously the save data from a PSP would be useable. You aren't playing the PSP version through an emulator and then transferring the PSP save data into a different game, its the SAME game.
Anyway, I'm still gonna play around with the save files, and see what I can do. I'll report back if I figure anything out.
Certain items can be bought directly from the store with crazy powerful, pre-subdued specialists in them. The foresight (a pair of glasses) are one of them.
Totally a bug, but saves a heck of a lot of grinding. The un-fun kind, too.

There have been efforts to allow similar, even designed to be cross-platform. I have seen save import tools. I know that psp emulators are at times designed to read psp saves. But there have been tools made to transfer saves and other data to other platforms and other games (not emulator related). Baby steps first. I suppose a distant, more tangeantal example is the paid-for transfer feature in the Europa Universalis and Crusader Kings series.
Regardless, it is possible to make utilities that would allow people to save their work and transfer it over to PC. It would probably have to be in the hands of modders, as I would doubt that NISA would bother to even attempt such a thing.
And one could allow a save reader and tweaker that would allow you to tick certain progress flags here and there and modify character stats to match what was read from the original save. Some people put hundreds of hours into this, so I can understand why they want to keep their progress.
I was only commenting on the thing you said about importing PSP save data to an emulator, obviously this is possible. You seem to be implying that this would entail some kind of alteration of the data. It does not. Save data is directly readable and writeable by emulators, it comes from the game itself NOT THE EMULATOR. Save data can be freely moved back and forth between emulators and real systems on the same game, because it's the SAME save data.
I never said it wasn't possible to take the PSP save data and change it to be compatible with the PC version. Hell it might even be the exact same save data, but I doubt it.
However, that said, the fact that the Disgaea 1 PS2/PSP/DS save data has never been made compatible with one of the other versions in all 13 years of Disgaea seems like a pretty good indication that its either not worth the effort or there's no interest in trying to make such a crazy thing work.
