If you wanna level grind beyond 2000, you'll first wanna use Strong Enemies bills. PS2 version, max CoO3 and 300 statistician, I would eventually slow down to gaining 9 or 10 levels per clear... and that is how I got to 6000~ on my Thief, and 5000~ on my Majin.
actually all you need to do is capture dragon on alt world untill you able to capture level 9999 dragon and throw 10 dragon level 9999 at whatever you trying to kill and they be dead
At most any time, you can waltz into the Item Worlds and gain tons of levels via Clone Wars. They take a bit of setup, but if you want to pull another couple of thousand levels out of your rear then they may be the way to go. Besides, more levelled equipment (and more rank 39 items to steal) is arguably more important than raw character levels anyways.
But you'd probably be better off switchin to Etna Mode and sessioning CoO3 some more.
Use the level with almost total invincbility and the Neko cats on. And keep using stronger enemy bills until the combined total of all the nekos = 9999.
OBVIOUSLY you're still going to have to be able to damage the cats. Sensibly do that before throwing them all together. Or if you can actually damage a 9999 enough to work then that works too.
Leave them all with very little health. Chuck em together, then throw it in the panel to catch it. BINGO! You just got a level 9999 thief + ally all in one fell swoop. = 50% chance of steal on any monster in the whole game right there. Not as good as a level 6000 thief no. But potentially quicker if you were starting from the beginning.
