It's not that difficult. Make sure to have a lot of subdued Statistician (600 is the max you can subdued, but 300 is the effective) to double your Exp.
Also having max Stronger Enemies at Dark Assembly helps you out, but beware not to make them so strong that you can't kill them.
My favorite spot is Cave of Ordeal, Demon Hall - Demon Hall Mirror, where there is a pack of Galactic Demons in the center of the Hall, with a 100% Exp 6x6 panel, which gives you A LOT of exp after killing them. You need to beat you beat Azel and Rozalin first to make the Galactic Demons appear.
If you're lacking power to beat Rozalin and Adel, I strongly suggest you to first spend time in the item world subduing Gladiators and Teacher residents, and focus on making just 2 or 3 powerhouse characters, being one of them a mage (angel or cleric with mage spells works wonders).
Remember: don't face Rozalin and Azel with max Strong Enemies passed on Dark Assembly, it makes your life easier.
Cave of Ordeal has a monsters that has high defence on top of a exp +50. You may wanna buff the character to have defence up and attack up. Overtime they become easy and you may wanna go to the dark assembly to level up the monsters in the game to level up your character even faster.

Once you do that, you can do absurd damage even on low-level characters. This is enough to grind CoO3 for a while, until you can buy the best gear for all your troops, and be comfortable enough to go for statisticans and hunt for rank 39 gear.
About the only character who you'll need to concentrate levels instead of armsmasters/gear is the Thief, where your steal success rate depends on the thiefs level vs the opponents. As I recall a 4500 level thief can steal from anything in the game, shy of an item god 2.
Respawn your character and use range attack then move down back into the lower corner of the map, use 2 bravehearts from mages before attacking in every turn so that will make it quicker also use SP recovery items if needed, rinse and repeat.
You can move a thief two square behind the little ridge at the back end of the map and then your character you want to level one square ahead of him. Then next turn throw with the thief attack and move back.
If you need bravehearts just move some mages back there as well.

This way the character you use to kill with gets all the XP and then all the extras can get the Bonus gauge XP that pops up on occasion.
