Access Dark Assembly/Promotions/Better Items

I am new to the game. I am 20 hours in, and an NPC lets me know about a Dark Assembly for promotions and bills... but there is zero option to do so. How do I access it? I can't find an answer anywhere.

Promotions are the same. No clue how to get them.

Lastly, items suck. I can level up at the store, but there are no items worth buying. Help is appreciated.

Basically you talk to the Prinny dressed as a maid (?) in the lobby next to the Hospital, then from there you decide who will address the Dark Assembly. Then in that menu you can decide for what bills you want to try and pass as well as promotions for any and all characters. As well as deciding to make pupils for anyone with sufficient mana.

Word of caution for promotion exams, they can be difficult. Especially if you're under prepared. Similarly you probably don't want to try forcing a failed bill to pass until you're much stronger. The More Expensive Goods bill is one I've never seen fail. In fact, the DA tends to overwhelmingly vote Yay for that one. For some reason though, they seemed to hate the idea of adding shoes to the store. Only had one vote of Yay, after I used a bunch of items to bribe the senetors. It took all my inventory's worth of goods just to get enough from "Strongly against" to "either way" that I had a chance at passing the bill.

Also, leveling the store has two parts. Customer level, which you raise by spending HL and doesn't actually do much, and Item Rank which is raised by petitioning the DA. Item rank is limited to being equal to or less then Customer level.

I apreciate the relies, but they don't help my main question - how do you access these in the first place? When I talk to the prinny, the only options for me are to create a new character, delete a new character, or change some names. Thats it. Nothing about addressing the assembly or anything. Scroll down on the list, promotion is on the list, but it's not visible by default. To do things like increase shop levels, increase enemy levels, and such you have to raise the rank of the person making the petition.

Those are already part of the Assembly. You might need to pass examination tests with a character.

The dark assembly at rank 0 lets you Create a new character, Delete a character, change a name, change the name of an npc, take the promotion exam (simply called Promotion Exam), and Raise Military Funds. Of these, Promotion Exam and Raise Military Funds aren't immediately visible since the menu only shows 5 options at a time.

You get more options as you level up, I didn't notice much on the later two promotions but it gets you more influence which means the higher level senators show up which means .... their votes count for more. some of the options show up and you might be better off waiting. you need the amount of votes: senator levels of senators voting AYE to beat the votes voting NAY by a margin of the mana spent on the Bill.

You can get pretty much everything through by bribing the highest level senator and if he votes yay, throw lower level nay sayers into him which instantly gets rid of them.
Item quality doesn't matter for bribes so stock up on junk items.

You could just kill all the senators. but having tons of money and mana I just keep paying for the vote.
