Is Disgaea PC literally Disgaea 1:Complete Edition?
title, i'm asking this to know if i'm missing anything NOT getting Disgaea 1:complete edition on console

It is not. The biggest difference is that Disgaea 1 Complete has updated HD assets. But otherwise they are basically the same game, and you're not missing much by playing Disgaea PC instead (wait for a discount).

Disgaea pc came before complete edition, so CE is just a more updated look version, think I read it also had Asagi and the Prism Rangers playable?

By HD assets he means new Tiles and text Font , if you go into Options you can set tiles and font to OLD if you want to see what they used to look like 16 years ago.
But aside from that - Depth of Field and other useless crap has been added for PC, but sprtes remain almost the same with minor resolution change for some of them I suppose
